A proposal for a secure, modular campus in Estonia for possible open and recurring cooperation with non-human intelligence — combining a public center, contact zone, living and service area, operations center, and aviation/landing zone in one system.

01 · WHAT IS THE CAMPUS

Not a landing field in isolation, but contact infrastructure built with the logic of a secured defence campus.

The campus combines public communication, physical contact, accommodation and services, technical operations, sensors, aviation safety and national security within one controlled system. If contact becomes physical or recurring, Estonia would not need to improvise from zero.

Politically neutral

The campus is not controlled by a single political party, company or contact group.

Physically protected

Perimeter security, access control, guarding, rescue and emergency capability are part of the core infrastructure.

Aviation-linked

The operational zone is logically linked to an airfield, runway or other secured aviation infrastructure rather than an arbitrary field.

Within Estonian jurisdiction

Neutrality does not mean operating outside the law. Airspace, security and public order remain under Estonian jurisdiction.

02 · FIVE CAMPUS ZONES

One campus, five zones with different levels of access and security.

Public zone

Visitor center, exhibition, press, conferences, education, partner reception and public communication.

Contact zone

Controlled meetings, delegation rooms, independent documentation, medical and research capability.

Living & service zone

Accommodation, food, logistics, technical service and daily infrastructure for longer-term cooperation.

Operations zone

Security, communications, sensor network, data center, rescue, medical support, control room and state contact points.

E

Aviation & landing zone

A secured runway or reinforced pads, controlled-airspace procedures and the ability to rapidly secure the operational area.

03 · WHAT THE CAMPUS COULD LOOK LIKE

04 · PILOT CAMPUS

The first phase does not need to be a space city. It needs to prove that the campus security, operations and contact model works.

  1. 1. Site and legal model

    Suitable land near aviation or other secured infrastructure, planning, operating model, operator and clearly defined responsibilities with the state.

  2. 2. Core campus

    Gate, public center, control room, accommodation, logistics, medical support, communications and independent data infrastructure.

  3. 3. Secure contact & aviation zone

    Controlled perimeter, sensors, reinforced pads or runway, and separate access and safety rules.

  4. 4. Contact protocol

    Who enters, who documents, who manages airspace and security, how the public is informed, and how raw data is preserved.

05 · NEUTRALITY & PROTECTION

Politically and commercially neutral. Physically strongly protected.

  • Estonian jurisdiction, airspace control and national security remain fully in force.
  • The operator must not depend on the control of one political party, one investor or one contact group.
  • Public and operational areas are physically separated; higher-security zones require authorized access.
  • The grounds for closure, restrictions and emergency intervention should be defined in advance rather than depend on one official's ad hoc decision.

06 · INVESTORS AND PARTNERS

The Alien Contact Campus is an infrastructure project. Investors need to see concrete buildable components, not only an idea.

The most valuable partners bring competence in land, planning, construction, energy, aviation, sensors, communications, security, accommodation, science or long-term finance.

07 · WHAT IS REQUESTED FROM THE STATE

The first request is not permission for aliens. The first request is to assess how such a secured campus could fit Estonia's existing aviation, security and legal frameworks.

  • Identify an initial responsible public-sector contact point and a cross-government coordination model.
  • Assess how a suitable site could connect with existing aviation or secured infrastructure, including airspace and aviation-safety issues.
  • Define legal and security requirements for the public, contact, living, operations and aviation zones.
  • Create a predefined procedure for activating security, documentation, public communication and international cooperation during a verifiable contact event.

The value of the Alien Contact Campus is not merely having somewhere for something to land. Its value is a complete system in which the public, contact, research, aviation and security can operate within one prepared framework.
