A proposal for a secure, modular campus in Estonia for possible open and recurring cooperation with non-human intelligence — combining a public center, contact zone, living and service area, operations center, and aviation/landing zone in one system.

01 · WHAT IS THE CAMPUS
The campus combines public communication, physical contact, accommodation and services, technical operations, sensors, aviation safety and national security within one controlled system. If contact becomes physical or recurring, Estonia would not need to improvise from zero.
The campus is not controlled by a single political party, company or contact group.
Perimeter security, access control, guarding, rescue and emergency capability are part of the core infrastructure.
The operational zone is logically linked to an airfield, runway or other secured aviation infrastructure rather than an arbitrary field.
Neutrality does not mean operating outside the law. Airspace, security and public order remain under Estonian jurisdiction.
02 · FIVE CAMPUS ZONES
Visitor center, exhibition, press, conferences, education, partner reception and public communication.
Controlled meetings, delegation rooms, independent documentation, medical and research capability.
Accommodation, food, logistics, technical service and daily infrastructure for longer-term cooperation.
Security, communications, sensor network, data center, rescue, medical support, control room and state contact points.
A secured runway or reinforced pads, controlled-airspace procedures and the ability to rapidly secure the operational area.

Suitable land near aviation or other secured infrastructure, planning, operating model, operator and clearly defined responsibilities with the state.
Gate, public center, control room, accommodation, logistics, medical support, communications and independent data infrastructure.
Controlled perimeter, sensors, reinforced pads or runway, and separate access and safety rules.
Who enters, who documents, who manages airspace and security, how the public is informed, and how raw data is preserved.
